Ray Monroe was the Deputy Director of the National Security Agency under the administration of President Benjamin Asher.

Biography[]

Olympus Has Fallen[]

Monroe was first seen in the Crisis Room at the Pentagon during the White House Siege. General Edward Clegg, the U.S Army Chief of Staff, tells everyone to get the Rapid Response Team from Andrews Air Force Base moving. General Clegg asked Monroe how bad it is. Monroe tells the general that the front fence has been breached, as well as the crashed C-130 Hercules burning on the South Lawn and the gunfight raging on the North Lawn. Sometime after Speaker Trumbull entered the room, Monroe reported there was contact inside the White House and the confirmed trace was the President's sat-phone. Trumbull asked Monroe to put it through. Trumbull asked if it was the President but sadly not. He asked the responder to identify himself and he responded he was Mike Banning. Monroe wanted to verify with Trumbull and Jacobs if Banning was the same guy who was removed from the president's detail after the accident where the Americans lost the First Lady. He also asked how can they trust Banning but Jacobs convinced Trumbull to do so. With no other choice, Monroe and the others trusted Banning and listened to his report that commandos were roaming the hallways "with enough explosives to take out an army", the doors and windows were rigged with C4 explosives, and the terrorists shut the power down and closed the air vents. Banning also reports that he shut down the surveillance for a brief period of time. Banning informed the terrorists are looking for Connor and told Trumbull to use him as he's ready to be their agent. Monroe laters watched a hot feed from the P.E.O.C. from the mastermind, who orders Trumbull to recall the Seventh Fleet and withdraw all 28,500 American troops from the DMZ. Afterwards, Monroe and the others followed tasks given by Trumbull.

At 10:23 pm, Monroe, Trumbull, and the other officials were informed that a Cerberus code was entered, much to the dismay of Monroe and Trumbull. Later, Banning sends the Pentagon a picture of a tattoo on a dead terrorist's nape and they didn't recognize it. Trumbull tells Banning what the terrorists want and also reluctantly informs a Cerberus code has been entered. Although, Clegg insists Cerberus is classified, Banning persuades them in a tense manner. Trumbull informs Cerberus is a highly classified military protocol to access the self-destruct feature in ICBM missiles in the event of an inadvertent nuclear launch. The codes are given to the President, Secretary of Defense and the Chairman of Joint Chiefs of Staff. Banning suggests to change the codes. Monroe replied they can't because Cerberus was designed as a self-contained total isolation system and the only way to change the code is physically on the computer located in the bunker. Banning suspected this was the reason they wanted the President's son which astounded Monroe and the others. Trumbull ordered Mike to find Connor and evacuate him.

Finding Connor[]

Minutes after 11:56 pm, Banning finally found Connor behind the walls of the Lincoln Bedroom. He told the Pentagon he found Sparkplug (Connor's code name) much to the relief of Monroe and the others. Banning managed to extract Connor and evade the terrorist's gunfire. Later Banning and Connor made their way to a ventilation shaft and told the Pentagon to have "the green party waiting". Two soldiers extracted Connor after he climbed the shaft. They manage to extract Connor undetected much to the immediate relief of Monroe, Jacobs and Trumbull. A pleased Trumbull then told Banning to try to get the President out now.

Discovering the Mastermind[]

After Trumbull returned from his press conference, Banning told Monroe the others the mastermind is Kang Yeonsak. Monroe examined the CIA database about Kang. He told everyone that Kang was brought along the DMZ as a child after his father was executed from crimes against the North Korean state and that Kang's mother was killed by an American landmine while crossing the border. Since then, Kang masterminded the 2004 bombing of the British Embassy in Seoul and funneled Pyongyang uranium enrichment technology from Pakistan. Monroe also stated that he was never photographed or identified by any Western intelligence agency. Monroe then blurted that no one even thought of looking for him inside the South Korean government.

Sending in the Strike Team[]

Monroe and others later learn that McMillan's Cerberus code has been entered, horrifying him and the others as there was only a matter of tie before all three codes were entered. At 1:35 AM, as the satellite overlooked the White House, they were only four sentries on the roof. Monroe goes along with Clegg's suggestion that they send in a rescue team to the roof. Mike told everyone to wait but Clegg refused and Trumbull insists they have to secure Cerberus. He authorized Clegg to send in the Navy SEALs to the roof. As they waited for the infiltration team to arrive at the White House, Mike tries to tell them to abort the SEAL incursion team since the KUF commandos have the Hydra 6, a next-generation anti-aircraft remote gun system. Monroe watched in dismay as the Hydra 6 annihilated five of the six helicopters before Mike could stop it. One helicopter crashed in the White House, damaging the living quarters. Monroe and the others watched in absolute shock and dismay as they only caused more damage and the rescue failed.

As everyone tried to cope with the failed attempt, Kang appeared on the video feed, telling them it was a very foolish undertaking before executing the Vice President in the head, terrifying everyone including Monroe. Kang warned that President Asher would be next and gives them one hour to recall the Seventh Fleet and the troops. After that, he demands a helicopter prepared on the North Lawn before killing the feed.

Safety of the President[]

Afterwards Mike, injured and wounded from a fall contacted the Pentagon and tells them their team needs some serious help. Monroe watches as Clegg orders Banning to stand down, reminding him he's Army Chief of Staff. However, the agent retorted by reminding Clegg that he doesn't work for him. Trumbull intervened and orders Clegg to shut his mouth and not tell another word unless asked a question. Clegg relunctantly stands down. Monroe listens as Mike persuades Trumbull to give him some time. Trumbull eventually conformed and gave Mike 30 minutes.

Later Monroe and the others see McMillan was coming out of the front door of the White House from the news cameras as Kang was preparing to execute her in front of the media. But Mike, who anticipated that he will execute McMillan in front of the media, prevented Kang from doing so by killing most of Kang's men in the front lobby. After McMillan stopped in shock, she ran out of the White House as the troops escorted McMillan to safely, much to Trumbull's and Monroe's relief.

Cerberus Activated[]

Monroe later informs Trumbull that NORAD confirmed Cerberus was activated. Monroe wondered in confusion as he tells everyone that it would take days to break all three codes, Jacobs reminded him that only one code needed to be broken. Monroe realized that since no missiles were launched, the terrorists would detonate them in the silos. When Jacobs asks how many, Monroe in dismay and disbelief answers all of the missiles will be detonated. Monroe and the others look down crushed and defeated at the grim prospect for America. In shock, Trumbull commented that Kang "just opened the gates of hell."

Last Minute Deactivation and Victory[]

As the timer reached one minute, Banning checked in with the Pentagon that he has the President; hurt from the fight but alive which alerted Monroe and the others before asking how to turn Cerberus off. Clegg told him to go to the control penal mark "Countermand" and flip a blue/white switch marked "Initiate Recall". Once the deactivation sequence was initiated, Banning prompted everyone to hurry up as they were running out of time. Monroe gave the code step by step. Once he reached "Hashtag", Banning was confused and asked Monroe to repeat it but Jacobs shouted a clue: "Shift-3!". Once entered, Monroe, Banning and everyone waited several moments as the countdown neared zero. At three seconds, the countdown stopped and Cerberus was deactivated, much to the immediate relief of Monroe and the others, including Banning. Monroe informed Trumbull that NORAD confirmed that Cerberus was shut down. The pleased and relieved Trumbull then ordered someone to get Seoul and Pyongyang on the line presumably to send back the Seventh Fleet and their forces back to Korea.

At dawn, Monroe and the others saw Mike and several other soldiers evacuating the President from the White House. Monroe and most of the others clapped, cheered and celebrated as the nightmarish situation was finally over and the President was alive and well.

The London Crisis[]

Monroe's was present along with Trumbull, McMillan, Clegg and other officials in the White House crisis room after a series of deadly attacks in London killed five G7 leaders, minus President Asher and the newly appointed Prime Minister Leighton Clarkson. He then watched a video recording sent by wanted arms dealer Aamir Barkawi - the mastermind behind the attacks - who warned that the Western world would be changed forever. After the recording, Trumbull identified by Bakrawi and Monroe stated that the recording was all over social media.
